South Korean and U.S. forces began their annual war games Monday, less than a month after a joint military drill in the East Sea, irking North Korea and China.

This year’s “Ulchi Freedom Guardian” exercises include anti-terrorism drills to prepare for a successful Seoul
G20 summit in November as well as crisis control practices against North Korea’s asymmetric threats such as nuclear weapons, missiles, submarines and special forces, five months after the North sank a South Korean naval vessel.

President Lee Myung-bak called for an intensive training, describing Ulchi as “a peacekeeping exercise aimed at deterring war.”

“Despite being an annual event, the Ulchi drill could make people nervous as it comes amid high tensions between the Koreas since the Cheonan’s sinking,” Lee said during a Cabinet meeting Monday.



“But even countries that aren’t divided conduct thorough emergency drills. (The Ulchi exercise) should be much more than a divided nation’s routine practice.”

As an annual event since 1975, South Korea and the U.S. are holding the 11-day computerized command-and-control military exercises, with 56,000 South Korean soldiers and 30,000 U.S. troops, including some 3,000 soldiers based in the U.S., taking part.

The allies said the “Ulchi Freedom Guardian” drills are defensive and involve few troop movements, but the North has denounced it as a rehearsal for a northward U.S. invasion aimed at toppling its communist regime.

Some 400,000 South Korean central and local government officials are taking part in the computerized drills led by the ROK-U.S. Combined Forces Command.

On Sunday, the North‘s military growled at South Korea and the U.S. for starting the war games.

“Our military and people will wield the iron hammer of a merciless counterblow,” the General Staff of the Korean People’s Army said in a statement carried by the official Korean Central News Agency.

Chinese media including the China News and the Beijing News stressed that the “largest-ever” Korea-U.S. exercise takes place in the waters east and west of the peninsula less than a month after their previous military drill in the East Sea.

South Korea and the U.S. plan to stage a joint military exercise in the West Sea in September, which Beijing has opposed after it was announced that the nuclear-powered supercarrier USS George Washington will be deployed.

China has claimed the West Sea, which was a battleground in the Sino-Japanese War (1894-95), the Russo-Japanese War (1904-04) and the World War I (1914-18), as an area of its “crucial interest.”

Seoul just completed antisubmarine drills a week ago near its disputed sea border with the North in the West Sea, which was met with Pyongyang’s firing of artillery shells in the same area.

Last month, South Korea and the U.S. held the joint naval and air exercise codenamed “Invincible Spirit” which involved 20 ships and submarines including the USS George Washington as well as 200 aircraft and 8,000 troops.

The allies’ largest joint military drill since 1976 took place two months after Seoul concluded that the North torpedoed its naval ship, killing 46 South Korean seamen, on March 26.
